Without a doubt, Firebug is one of the coolest programs ever made. It is an addon for Firefox that allows you to view the css and html of any site that you are looking at. You can also change the code around and see instantly how the changes would look.
Top Style Pro is a css editor that has a lot of features such as validating the css code through World Wide Web Consortium (W3.org) and has an html editor. It also converts css code between different DOCTYPES. It's well worth the investment.
